Where are our activists ? \nThe last selectboard meeting had five people who attended and spoke\, all in favor of the abortion resolution. (Crickets.) No excuse. \nGet there: show your opinion or the Selectboard will go with their own. The Fourteenth Amendment is being eroded. We need to speak up about abortion and civil rights\, which are under attack now. For the first time ever our rights have been taken away that have never been abridged before. \nThe Texas Abortion Vigilante law is ugly and clever\, reaching outside the jurisdiction of the state. Now we need forceful action to defend womens’ rights. By funding national abortion rights advocacy and legal defense Brattleboro can take effective action beyond our borders in response. \nThe religious Right has gained influence in the Supreme Court. Pro-life activism is innovative and aggressive. Few people on the Left will deny that the political situation is urgent. But civilians and officials fail to really believe in any emergency\, it seems\, whether the emergency is about climate or housing or womens’ rights. \nIn the July 19 Brattleboro selectboard meeting about the reproductive justice resolution\, board members Elizabeth McLoughlin and Dan Quipp worried about resolutions being ineffective. But both of them had voted for the ineffective energy committee letter in November 2020 which supported the Paris accords. Ms. McLoughlin herself pointed out that the board had already made a resolution for that in 2017\, also ineffectual and outside their jurisdiction. The board complained that the committee’s letter was “unsubstantial”. So\, their hesitation seemed inconsistent. \nThe board wants a substantial commitment on abortion. Here it is: \nBCS has proposed an amendment to the resolution\, allocating $105\,000 for Planned Parenthood and the national activism of Pro-Choice America and local activism. We will also propose an amendment for a legal defense fund for victims of abortion vigilante laws. \nSelectboard member Jessica Gelter\, who proposed the resolution\, supports the funding amendment. Chairman Ian Goodnow at least favors the resolution. \nBut some members of the board worried about excluding RTM from voting on the funds. If an RTM vote is desired\, RTM can assemble on a month’s notice. \nThey said that the Human Services Committee should handle the funding. (The committee funding is capped and completely spent every year. Even if there were more money available through the committee\, it would take effect next June. Is waiting eleven months the way to address a crisis ?) \nGetting the money is no problem if the will is there. Emergency funding did the repairs after Hurricane Irene\, and RTM was not consulted. It was an emergency. Funds can come from the unassigned fund balance. There is no policy about requirements for using the unassigned fund balance. Town government writes the checks and can decide later by legislation to take the funds from the balance or raise taxes to defray the cost. The real problem is something else: the urgency of the situation is not important enough for some board members to put their personal concerns aside. \nDaniel Quipp said he doesn’t want people thinking he promised legal protections and care here in Brattleboro. Piffle !! No one thinks the resolution would be a personal commitment from him. And Ms. McLoughlin said\, “I feel the Selectboard is a nonpartisan body. don’t think it’s appropriate for us to be influencing that decision or even share what our beliefs and wishes are.” She has said that supporting Democrats is the one and only strategy for all progress\, and she has been consistent in this respect. Anyone can hold those opinions\, but this is representative government. In case of an emergency resolution like this the board’s wisdom would come not in advancing its own opinion\, but in their knowing the opinions of the people. But their main point shows some integrity. This is a mild isolationist attitude. \nBut the board must not misunderstand its place in the process. This is not about THEIR opinions\, and not everything presses on their shoulders. Three examples: in 2018 BCS filed a petition for a resolution to create an energy/sustainability coordinator\, and it was funded by RTM. Then the board followed with the details and the hiring. Second\, in 2017 RTM approved a resolution to ban plastic bags. The board followed up by drafting the plastic bag ordinance. In 2009 selectboard blocked petitions that they personally opposed\, and BCS took them to court. The court decision now protects the petitions of individuals and organizations in Brattleboro from censorship by town government. \nThe people decide for themselves what they think is important. This principle must prevail now. The amendmended abortion resolution will not complete the process. If the selectboard approves the resolution with the funding amendment\, they must then follow through to specify the funding and legalities. If they are in doubt about what the people feel\, then they should arrange a vote of the people. But they should have no doubt about their duty or what the people feel. \nTwo members of the board were reluctant to help Brattleboro express its opinion. If this matter were only about sharing an opinion that everyone expects\, BCS would agree that it is not so important. But it is more than that. BCS believes in the power of ideas and in the voice of Brattleboro. Our mission is to amplify the voice of Brattleboro. In this matter it is urgent to put the financial power of the town behind our voice. \nThe resolution with funding protects women inside and outside Brattleboro by funding Planned Parenthood and the national activism of Pro-Choice America (and local activism). It defends people who are victimized by the Texas abortion bounty law and similar laws. These actions are urgently needed\, and if they start in Brattleboro and reach outside\, then good ! We must grow and try. SUMMARY:Housing Crisis and Remedies
DESCRIPTION:Brattleboro government recognizes the housing crisis\, but recent proposals for construction of a dozen or so units are a pathetic response. \nBrattleboro Common Sense (BCS) proposed rent controls and just-cause eviction controls (JCE) two years ago\, and town government has dragged its feet. BCS is also proposing emergency measures to create new housing in a matter of days without new construction. \nIn the next few months RAD will be embarking on a campaign that will promote and support Just Cause Eviction Charter Change efforts in several municipalities across the state. Just Cause Eviction is one policy that can be implemented to alleviate some of the issues facing renters. It prevents Landlords from arbitrarily evicting tenants for no reason and requires landlords to renew leases to tenants that have adhered to their lease agreements. JCE policy creates protections for tenants and ensures Landlord accountability. \nRAD previously took point on the JCE Charter Change in Burlington\, successfully getting the policy onto the ballot and passing it with a 64% majority. ( See HB 708 . ) While we successfully got it passed both chambers of the Statehouse\, it was ultimately vetoed by Scott and failed the Veto override vote by just 1 vote. SUMMARY:Forum on Police Disarmament In Brattleboro
DESCRIPTION:The carrying of firearms by police officers puts the public\, and officers\, in an unacceptable degree of danger. Sidearms pose an imminent risk of fatal escalation in all situations.  \nBrattleboro is a safe town for officers. There is no need to endanger people on the street\, residents at gatherings\, and students in schools\, or to make them feel threatened. \nBrattleboro Common Sense’s S.A.F.E. Policing Plan specifies the removal of sidearms from regular patrols\, community meetings and events\, and school visits and events. We believe this will transform police relations and public safety.  \nThe SAFE plan\, which includes pilot projects for unarmed policing\, was recommended by the recent Community Safety Review Committee report. Town staff and the Selectboard negated the recommendation\, along with many others. \nThose actions denied residents any discussion of town staff’s justification for countering the community process. This forum replaces that lost opportunity\, at least for this issue. \nThe forum will begin with a short talk by Officer Graeme Donald of Police Scotland. Graeme has thirty-five years’ experience as an officer\, Inspector and Chief Inspector. He has dealt with many violent situations as an unarmed officer\, and has been an authorized firearms officer and a firearms commander. The school district has a budget three times as large as Brattleboro’s and thousands of young students. It is a large political entity. The committee invited me (Kurt Daims of BCS) to propose “radical” climate policy recommendations for discussion. Honestly\, I didn’t hold back\, and I was dumbfounded that the committee was — no kidding — receptive. Written proposals were requested for submission to the main board. (I missed the deadline\, and I apologize to everyone.) But we have allies — people who want to hear you\, and serious climate thinking happening on this school board\, and I am officially charged with inviting you. DESCRIPTION:Tuesday\, January 7\, 2020 — EMERGENCY breaking the chain of command for war \nA proposal was announced this past Thursday for a way to interrupt the chain of command for illegal orders to start a war against Iran. It was widely predicted that Trump would start a new war in order to distract people from his impeachment trial. Now two days later he has started the war by assassinating a general in Iran. This is a flagrant act of war and a violation of international law and U.S. law. Though not in peril of our lives like so many Iranians and dark-skinned people around the world\, the American people are hostage to a maniac. But we cannot simply wait for his impeachment trial to remove him. Instead we must address this new emergency with forceful action to interrupt the chain of command through which Trump acts. \nTrump doesn’t perpetrate all his — his crimes himself. Whether he’s putting immigrant children in cages or blasting innocent confused people to bits\, he does it by giving orders. If people refuse his orders\, as many heroes and whistle-blowers have done\, then Trump himself will not put those children in cages. He will not himself bomb those innocent crowds. So\, we need to remind U.S. military officers that their oath is to the Constitution of the United States\, and not to the president. We must remind them that their duty under the Nuremberg Principles is to refuse illegal orders. And we need to honor them and start a legal defense fund for them\, and we need to do this NOW. \nWars are more than ugly enough\, with civilians who know nothing about the conflicts that envelop them\, and have no idea why fiery death falls on them from the sky\, why they suffer for the conflicts between leaders of governments they don’t support\, just as we don’t support this one. For such horrors conscience drives soldiers to insanity. Let’s help our officers act on conscience now. \nLet us see our selectboard ASAP — Tuesday the seventh\, 6:15 at Municipal Center — about emergency measures to boost our military officers\, set up a defense fund\, and establish an office of Justice Coordinator to supervise this effort. Actually BCS prepared petitions for this during the late Bush administration; how sad that such things don’t go out of date. Meanwhile contact the soldiers you know\, so that they are not dishonored by unlawful orders from Trump. Tell them that they must resist such illegal orders\, and that we have their back\, for such a hero will deserve the thanks of the nation and the world. \nLawful_Orders_Ordinance_Petition_IP \nMilitary_Oath.  \nUpdate: Lawful Orders Ordinance / Thompson Ordinance\nBCS volunteer Bruce Clauson proposed the ordinance to the Brattleboro selectboard yesterday evening (January 8\, 2020). After outlining the proposal Clauson suggested it be named for U.S. Major Hugh Thompson\, who placed himself in the line of fire to end the massacre in the Vietnamese village of My Lai in 1968. Selectboard Chair Brandie Starr suggested Clauson submit a proposal to the town manager’s office for inclusion in the agenda. BCS is seeking colleagues to promote similar proposals across the U.S. before issuing a general press release or investing heavily in the ordinance.
